I'm not familiar with Norton stuff, but you may want to check outlook for third party Add-Ins, particularly if Norton installed additional toolbar's in Outlook. Try disabling them to see if DeskTask works again.
Just go to Tools - Options - Other - Advanced Options - Add-In Manager and Com Add-Ins if you have something regarding Norton, try disabling by unchecking the respective check box.
